WISENet Link Team Goes Virtual?

According to the WISENet constitution the National Link Team is to be managed by a single link group. Although this does not preclude the inclusion of members from other states the constitution does state that “management of the National Link Team shall be vested in the Link Team at that locality which shall select a Treasurer and three (3) signatories of the accounts…”.
The National Link Team, which is currently run from Victoria, continues to have vacant positions. Changing the constitution to allow the ‘location’ of the National Link Team to be virtual rather than physical will increase the number of people who are eligible to fill responsible positions in the team.
How would a virtual National Link Team work?
Through physical meetings, as has been done in the past, and/or
Through the use of electronic communication mediums, such as e-mail and teleconferences.
I would like to obtain feedback on the following proposals prior to the AGM.
That the WISENet National Link Team becomes a ‘virtual’ committee, and
That approval is give for three teleconferences per year (including the AGM) to facilitate management of WISENet.
The following changes would be necessary to the constitution:
5. MANAGEMENT
(b) There will be a national
coordinating body, called the National Link Team.
Initially the National Link Team will be located in Canberra and The
location of the National Link Team will be rotated to each
Link Team with the order of rotation being the historical order in which the
Link Teams were formed, the oldest teams taking precedence. Rotation shall
occur within 6 years after any team becomes the National Link Team, with the
time of rotation being negotiated between the current and incumbent National
Link Teams. In the case that a Link Team is unwilling to be the National
Link Team when its turn comes, the location of the National Link Team will
rotate to the next Link Team. If no single Link Team is
able/prepared to take on the National role a composite National Link Team
may be appointed from financial members of WISENET throughout Australia.
(d) The management of the National Link Team shall be vested in the
(Co)convenors, Treasurer, Journal and Membership Coordinators.
Link Team at that locality which shall select a
Treasurer and three (3) signatories of the accounts by consensus. The
responsibilities of the National Link Team will be to manage the finances of
WISENET and to co-ordinate the production of the WISENET Journal.
11. AUTHORISATION OF ACCOUNTS
All accounts shall be presented to and passed for payment
at by the National Link Team. This may be done
at a Team meeting or via e-mail. A record of all approvals will be kept.
meetings and all details of all such approvals shall be
entered in the Minute Book.
13. MINUTES
The National Link Team shall cause minutes to be made
(a) of all the names of all members present at all meetings.
(b) of all proceedings at all meetings.
Such minutes shall be circulated to the National Link Team. Electronic communications (e-mails) may be considered as a record of National Link Team dealings.
Such minutes shall be signed by the facilitator of the
meeting at which proceedings were held or by the facilitator of the next
succeeding meeting.
Review of the financial status of WISENet indicates that the budgets can sustain the additional cost of up to three teleconferences per year without raising membership fees at this time. The cost of the AGM teleconferences over the last three years has ranged from $230 - $290 suggesting that three meetings would cost less than $900 per year.
